A total of 11 thousand 196 crores 82 lakh 98 thousand grants for the departments of Minister T.S. Singhdeo got passed by voice vote. Of these, 3494 crores 83 lakh 43 thousand rupees for expenditure related to Panchayat and rural development, 3472 crores 98 lakh 91 thousand rupees for financial assistance to Panchayati Raj institutions, 2823 crore 18 lakh 85 thousand rupees for Public Health and Family Welfare Department, 1108 crore 93 lakh 51 thousand rupees for expenditure related to the medical education department, and 293 crores three lakh three thousand rupees for the commercial tax department.

 

Health Minister T.S. Singhdeo responding to the discussion on departmental demands for grants, said that many things of the manifesto have been implemented in the last three years. Whatever is left will be implemented in the coming time. It is our responsibility to fulfil them. He said that under Dr Khubchand Baghel Swasthya Sahayata Yojana, we increased the number of families covered under it by providing the BPL ration cardholder families with the eligibility for free treatment up to Rs. Under the Ayushman scheme, only 39 lakh families of the state included in the SECC were eligible for treatment up to five lakh rupees. By deciding the eligibility based on the ration card, now 57-58 lakh families of the state are getting its benefit. He informed the House that under the Chief Minister’s Special Health Assistance Scheme, financial assistance of up to Rs 20 lakh is available for the treatment of 14 identified diseases.

 

Replying to the discussion on the demands of departmental grants, T. S. Singhdeo said that there is continuous improvement in the health sector in the state. In the financial year 2021-22 except the Coronavirus period, two crores 22 lakh registrations have been done for OPD treatment across the state. On average, 3580 registrations have taken place in IPD per month. Extensive arrangements were made in hospitals for the treatment of corona. In all district hospitals, 100 beds with oxygen facilities were arranged in addition to oxygen beds in community health centres and primary health centres. Oxygen plants were set up rapidly in the state to supply medical oxygen. Today there are 107 PSA oxygen plants in the state. The state government’s policy of purchasing medicines to prevent coronavirus has saved Rs 170 crore.

 

T S Singhdeo said that the government recruited 541 medical officers and 273 specialists to strengthen the human resource in the hospitals. Along with this, 1070 MBBS degree holders and 247 contract doctors with post-graduate degrees were posted in government hospitals. He added that a separate budget would be arranged for a CT scan machine in Mungeli. Also, a provision will be made in the supplementary budget for the up-gradation of ten bedded hospitals into 30 bedded hospitals at Saragaon in the Janjgir-Champa district.

T. S. Singhdeo also said that, they have instructed all the districts to start MNREGA work. They have received an amount of Rs 290 crore for material items, and Rs 114 crore for administrative expenditure from the Government of India today. Employment of more than 100 days has been provided to many needy labourers in the state. The state government will make a provision of Rs 87 crore for the payment of this additional employment. For effective implementation of the schemes, 42 thousand 992 departmental officers and employees in the state received training. Under the Swachh Bharat Mission (Gramin), 2677 villages got included in the action plan to construct community toilets and liquid waste management work in more than four thousand villages.
